I am directed by Hr. Secretary Amery to
transmit to you, for the observations of the Lords
Commissioners of the Admiralty, the accompanying copy
of a despatch from the Governor of Hong Kong submitting
a proposal for the formation of a Hong Kong Division of
the Royal Naval Volunteer Reserve.

In this connection. I am to invite attention
to the letter from this departent of the 20th June,
1925, and to enclose for Their Lordships* information, a
copy of a despatch from Sir R. E. Stubbs, the former Governor of liong Kong, on tuis question. It will be
observed that the views expressed by 3ir C. Clementi
apparently differ from those of Jir R. E. Stubbs; and
Mr. Amery would be prepared, in the event of the proposal
meeting with Their Lordships' approval in principle, to
Beek assurances from the Governor that it would be
possible.
